C Block tends to suggest IPs are from the 'same server'.

If you have tons of websites on one server [a single host] and heavy crosslinked - it is "believed" to cause problems with linking discounting or penalties.

However, some well established websites do this and do not have a problem.

But note: while they are indeed "heavily crosslinked" they also have "massive" volumes of naturally acquired incoming links which, dwarfs the crosslinking strategy links.
